Program Description: This program is focused
on the educational needs of children from 3
to 5 years of age. The program is administered
through the local school districts. These services
are at no cost to eligible families and are
determined on an individual basis at a school
district meeting called the CPSE (Committee
on Preschool Special Education). The Public
Health Department is fiscally responsible for
the administration of preschool programs. A
county representative is a mandated member of
the CPSE committee which determines if a child
is eligible for special education services.
The county is also responsible for transportation
arrangements and maintaining a list of related
service providers.
Hours: Monday - Friday 8:00 AM - 4:00 PM.
Eligibility Criteria: No income guidelines.
Preschool children (3-5) who have a delay in
development may be eligible for special education
services. (The child has to have a certain percent
delay based on evaluation test results which
would adversely affect their learning. Five
developmental areas are: cognitive, physical,
communication, social/emotional and adaptive
development.
Referral Procedures: Each school district has
a Committee on Preschool Special Education (CPSE)
with a chairperson. If you suspect your child
has a problem you can refer your child to the
CPSE. The Public Health Nursing Department is
fiscally responsible for the administration
of preschool programs for 3-5 yr. Old students
with disabilities residing in Herkimer County.
